THE MARS/LUNAR MANDATE

WAYS TO INSPIRE A HUMANITY'S RETURN TO THE MARS AND THE MOON. BY 2020.

DOCTRINE FOR A WORLD SPACE CONSORTIUM 

IMPLEMENTATION: EXPLORATION Mandate

1)   A World Space Forum consisting of space agency Directors, corporate CEO's  and civilian representatives meet at a global summit. All interested parties are presented with a Mars Mandate, a cooperative alliance meant to benefit interested parties in an exploration enterprise to Mars.

2)   By signing the mandate, space agencies will contribute 100 million a year, for ten years. The funds allocated by a 20 nation Consortium, with corporate sponsorship to a NON-GOVERNMENT administrative institute would be funneled into procuring the research and equipment necessary for a Mars Direct mission. Any nations who sign the mandate will allow their companies and researchers to bid on contracts.

3)   A devoted, transparent organization of renowned and internationally respected academics, corporate leaders and civilian scholars must administer the Consortium. It remains imperative to keep a centralized civilian authority in charge of resources to ensure efficiency.Government bureaucracy, regulation and indecision must be overcome by the prestige of the Consortium's leadership.

4)   Any contributing agency will benefit by the technological inventions and patents that are likely spin-offs of a Mars mission. The Mandate's research and thousands of contracts will aide national economies  of the visionary nations. Discoveries, research committees and investigation will enlighten and challenge National scientists and Institutions.

5)   Corporations sponsoring or lobbying agencies to commit, have the chance at being first to discover a world of riches. The companies who donate most to a Consortium are first to bid on potential mineral resources, geothermal properties and water, on top of the construction contracts for the initial mission.

6)   Global public interest and media relations will profit by documentary series on the mission's construction and exploration, reality-shows behind the scenes with the major players of the Mission and astronauts, and updates to national media sources on Consortium's advancement. A global lottery for a future Mars berth could also provide public interest and funding. Further, Consortium bonds may be offered to public bidding, to raise funding, and give the general populace a stake in the mission's success. 

7)  With enough funding and support, the Consortium sponsors could lobby to land or train on the lunar surface, though such a mission has little purpose, the mandate accepts this detour on conditions. Offering possible corporate contracts to resupply a moon base will prove absurdly expensive. The goal is Mars. A one time mission to place telescopes on the dark side of the moon would benefit Human kind to a much farther extent and would be an acceptable detour.

8)  The Consortium and its sponsors must agree to a Mars Direct mission. Explorers living on the Martian surface for 500 days will allow ample time for experimentation and exploration, mapping and discoveries.

9)   Berths on the 4-6 person Mars Mission will be bid on by the major sponsoring National agencies and companies or organizations. Each berth will start at $1.5 billion: additional to the $1 billion paid over a decade to the Consortium. Berths will be highly sought after as only people on the surface can claim valuable territory or resources, a maximum of 2 explorers can be from any one nation.

10)   A Global space Council will be organized to interpret, analyze and assist with all aspects of the Consortium's functions, mission and research projects. This council will be transparent to public scrutiny, elected and will be responsible for processing much of the data and discoveries. .

11)   Research and innovations on Mars under the Consortium, must have a sustainable practical use for earth based society. Patents on materials and inventions could be bid on to raise funds, or sold to companies  and governments to further the Organization's purse.

12)The ultimate goal of any mission is to learn to innovate and design greener, more efficient technologies and ways to live. By living off an alien world, Human pioneers can come up with a whole new era of useful materials and chemistry, agricultural techniques or energy uses. Our twenty first society might depend on it. By learning to live on Mars the lessons to lessen our carbon footprint on earth can and will be discovered. Inspire to explore!

BENEFITS TO SPACE EXPLORATION AND HUMAN ENDEAVOR

     When one talks of exploration in space, that person doesn't just mean someone poking around a distant world. Exploration of Human possibility and potential is had only by challenge. The dexterity of the soul and the innovations to spur a new age can only be explored by monumental circumstances, such as Mars. Exploring for new sources of rare minerals and energy will transfer employment and wealth to those involved. Most of all, exploring to find life and the secrets of our place in the universe will be invaluable in the long run.

    It has been stated by many great engineers and scientists of our time, that they first became interested in science during the late 60's and early 70's of the Apollo program. A generation of youth the world across lose hope for the future, or have stopped caring all together. A glorious mission, and international effort and a Human achievement beyond the mundane will inspire a generation to dream big, and will likely spike interest in science and discoveries.

    The economic benefits could be enormous as thousands of contracts are bid on my national companies, agencies or institutes. Despite what many assume, investing in space exploration isn't just burning up money. It is investing in high tech fields, in specialized jobs and research. The exact field which the west is now lagging behind in graduates. Universities would be put to work, software programmers, constructions workers and engineers would be employed.

    Discovering life under the Martian dust, or the remains of life or civilization could radically change the way we view the world. Discoveries of new resources, chemicals or manufacturing techniques could all effect the future growth of society.

    Cooperating with countries like China and India, Brazil and the African Union would spread the acquired knowledge, camaraderie and achievement across the globe. With eyes turned up to Mars on a Human mission, cooperation may relieve tension and rivalries. Inspiring a cooperative, peaceful relationship is discovering our Human potential.

    Opening a new frontier to prospecting, real estate and exploitation and life may be the height of the century. After the first missions, civilians, refugees and opportunist would all seek a berth to Mars. Whole new industries would take form, supplying these new age migrants, ferrying tourists and equipment to Mars and connecting the two planets with communications.

     New possibilities will be available to the adventurous or suppressed, the innovative and idealists. A land bereft of government regulations, laws and bureaucracy, a virgin land of minerals and mystery awaits. Mars is the new world and as governments limit freedoms on earth, populations explode, or whither, and resources are used up, a new planet of opportunity will be required. For many this century, Mars very well may be the promised land with unclaimed wealth, freedom of government, and rich resources, water, and mysteries all await human investigation.
